What matters for project planning
The parcel's flood status is the first record to pull and it can decide the outcome. Standard homeowner policies exclude flood, which is insured separately, so whether water arrived from a failed fixture or from outside determines which coverage responds -- and the city's floodplain-management program, together with the current FEMA and Georgia maps it points to, is where that status is established. Where damage is extensive relative to the building's value on a mapped parcel, those rules can also change what the repair is permitted to involve. Document the source before anything is moved.
